Federal Standard 213 has been instrumental in improving the quality of child protection in automobiles. However, the adoption of a design standard rather than a performance standard has limited the creativity applied to car seat designs. For example, a 3-point harness system cannot be utilized in a child car seat, although tests have shown it could be highly effective. The Standard has also generated problems in the area of buckle-release pressure and in interpretation, e.g., what is an acceptable 2-inch radius.
