This report is a summary of a recent comprehensive evaluation of the Colorado Alcohol-and Drug-Impaired Driving (DUI) program. Three independent computerized data systems provide most information for a DUI tracking system.
Key findings include the following: 1) There is currently no way to link the three systems needed for DUI tracking. 2) Administrative License Sanctions occur with certainty (91%) and swiftness (average = 35 days). 3) The Judicial component has a 76% conviction rate with evidence of wide variability among judicial districts, and 4) Repeat offenders constitute between 25% and 35% of the DUI problem.
A DUI tracking system utilizing a common identifier would facilitate identification of loopholes in the current program and would provide a basis for evaluating the effectiveness of new strategies to counter DUI.
